2023 FSA Claims Runout, Carryover & Reimbursement

If you had a 2022 Flexible Spending Account (FSA) and did not enroll in the 2023 Health Saving Account Medical Plan, you are eligible to carry over the maximum available balance on your FSA account. Please note, you must spend down your 2022 balance with qualified medical, dental, or vision expenses incurred in 2022 up to $570 or less in order to avoid part of your balance being forfeited.

Claims Runout Period:

You may submit claims with a 2022 date of service to Fidelity for reimbursement from your remaining 2022 FSA balance until March 31st 2023. However, you should not use your Fidelity FSA Debit card to cover your 2022 claims.

Effective January 1, 2023, all remaining claims with a 2022 date of service should be paid out of pocket for reimbursement. To be reimbursed for 2022 claims, the process is as follow:

  • Log into netbenefits.com and submit for reimbursement. Please, see the attachment on how to submit for reimbursement.


If you have a remaining balance on your 2022 Flexible Spending Account after March 31st 2023, carry over will begin in mid-April and be deposited in your 2023 FSA with Fidelity.
